Description:
The Standard and XML validation rules are in conflict in Section 7.6,
specifically
the COUNT tag. The Standard indicates that the count tag should be
represented as follows:
<COUNT Records=123/>
However XML requires that attributes be quoted as in:
<COUNT Records="123"/>
Proposed Solution:
The Standard document, and DTD should be updated to reflect this.
Currently, COUNT does not appear in the RETS-wg supplied DTD. The tag should
be added to the DTD.
